Congress Funds New Center to Help Justice-Involved Veterans

Congress passed H.R. 9638 in early 2026, providing $4 million to establish a national center dedicated to helping veterans who become involved in the criminal justice system. This landmark legislation addresses a long-overlooked population of veterans who need support.

Why This Matters

Many veterans struggle with the transition to civilian life. Some face challenges with PTSD, traumatic brain injuries, substance use, or mental health conditions that can lead to encounters with law enforcement. Until now, there has been no coordinated national effort to identify and support these veterans.

What the Center Will Do

  • Identify best practices for serving justice-involved veterans
  • Coordinate federal, state, and local programs
  • Help courts and jails identify veterans who may qualify for treatment programs
  • Connect veterans with VA benefits and services they’ve earned

Veterans Treatment Courts

Across the country, specialized Veterans Treatment Courts offer an alternative to traditional prosecution. These courts recognize that many veteran offenses stem from service-related trauma and focus on treatment rather than punishment. The new national center will help expand these proven programs.

A Second Chance

For veterans who have made mistakes, this center represents hope for rehabilitation and reintegration. By connecting them with mental health services, job training, and housing support, we can help them rebuild their lives.

“No veteran should fall through the cracks. This center ensures that even those who’ve stumbled get the support they need.”
